Overview:

Oxford City based local authority is seeking a confident and creative Marketing Officer to provide temporary cover for 8 weeks, supporting the marketing and communications for the historic Oxford Covered Market. This short-term role is to cover staff absence and would suit a self-starter with strong content creation and digital marketing skills.

You’ll be responsible for managing social media content, updating our website, and drafting regular newsletters to keep traders and customers engaged with what’s happening in the market. There may also be administrative tasks required.

Key Responsibilities:

Social Media (Instagram & Facebook):

  • Create engaging content including videos, photos, reels, and captions
  • Schedule and post content to promote traders, events, and seasonal activity
  • Visit the Covered Market (in Oxford city centre) occasionally for filming and photography

Website (WordPress):

  • Make ad hoc updates to the Oxford Covered Market website
  • Add or update trader listings as required
  • Write and publish short blog posts to promote relevant market stories

Newsletters:

  • Write and schedule two newsletters (GovDelivery):
    • One for market traders (internal updates, news)
    • One for customers (public-facing news, blogs and event info)

Key Skills and Experience – Essential:

  • Proven experience managing social media channels for a business or organisation
  • Strong copywriting skills with a flair for tone of voice and storytelling
  • Experience creating short-form video and image content using a phone or editing app
  • Familiarity with using WordPress to update websites
  • Ability to write and structure email newsletters
  • Highly organised and able to manage own workload and meet deadlines
  • Confident engaging with people in person (e.g. traders) to gather content
  • Based in or near Oxford and able to visit the Covered Market regularly

Desirable:

  • Experience working in a local government, tourism or retail environment
  • Excellent photography skills
  • Knowledge of Canva, CapCut, or other basic design/video tools
  • Understanding of audience engagement metrics
  • Familiarity with GovDelivery (or similar email marketing tools)

Other Information:

This is a freelance-style, flexible role, requiring 1 day (8 hours) per week. You will be supported by the wider communications team at the Council but expected to manage tasks independently. You will work from home using your own equipment. You’ll need to visit the Covered Market regularly to capture media (photos/video) and meet with traders.
